** REMINDER ABOUT HELPING SOMEONE IN NEED **
My heart goes out to anyone in need in our community. At times, an individual may stand outside of a West Essex establishment and ask you for assistance.
The very best thing you can do for someone asking you for money or other assistance is to alert the local police. They are already familiar with nearly every person's case in need in West Essex, and if they aren't, they will be.
For someone in need, there are numerous resources at their disposal and police will quickly make sure that they are assisted.
Please be advised, a person may also have a history of violence and arrests. Alert police and they will respond to the individual so that you don't put yourself unknowingly into any type of dangerous situation.
You may see a person, repeatedly, return to the same location.
The best you can do - again - is to alert the police.

This is what a State of Emergency looks like.
Your friends and neighbors are suffering after two full days of no electricity and some with no heat.

Do you see a door that hasn't been opened?
Please go help them.
Do you see a car still covered with snow in a driveway?

** AVOID THE TREES AND WIRES **
The newly damaged trees will remain a huge problem even after the snow melts, especially during wind gusts. There will be some smaller wind gusts this afternoon (Category 6 - Strong Breeze) and it won't take much to bring down the branches.
Clean-up is taking a large amount of time and we can expect that many businesses could be closed until Monday. All of West Essex area schools (except Essex Fells) and the surrounding area are closed.

There hasn't been a storm with so much destruction since Sandy.
What I remember from Sandy is that when this many live wires are down across the area - PSEG begins to shut off the nearby power grids so that they can safely access the situation.

Hi Everyone,
Every town in West Essex is currently being affected by trees toppling under the weight of the wet snow.
There are so many trees down - and live wires - across our towns that a high proportion of homes in every town here are without power, and many of those homes without heat.
The county has closed many of the main roads because they have become impassable from the snow and the trees blocking the roadways.
I imagine the clean up could go into the weekend. To give you an idea here is one small snippet of time; it's been like this since around 3pm:
5:48pm
Francine avenue
Tree down across road
Live Power lines down
5:50pm
Dalewood Road
Branch down on gas grill connected to house
5:52pm
Park Lane
Branch and Live wire down on top of car
5:57pm
Hanford place
Live wire down
5:59pm
Jill Terrace
Tree on residence
6:02pm
Greenbrook Road
Tree down across power lines
If you can tonight - tomorrow - check on your neighbors and anyone alone. Use the NON-emergency numbers because the dispatchers are being inundated with calls by the minute.
Be safe, Carolyne

** Further Information on Tuesday Night's Police Chase **
It turns out that the driver of the 2004 BMW, Alterik R. Harris, 42, of Newark, was wanted by Wayne Police for a Domestic Violence incident at Willowbrook Mall and that he reportedly also rammed their police car during the investigation and then fled onto Route 46 West into Fairfield.
Harris received minor injuries but refused any medical attention and the Prosecutor's Office has now taken over the case.
According to Fairfield Police Chief Anthony Manna, Fairfield Police has charged Harris with:
- aggravated assault upon a police officer with a deadly weapon
- eluding police
- resisting arrest
- extensive motor vehicle violations
Fairfield Officer Steven D’Argenio first attempted to stop the SUV - and witnessed the driver intentionally ram another Fairfield police car being driven by Sergeant Christopher Morgan, near the intersection of Clinton Road.
As reported last night, Harris then took off on the route which took him through Fairfield, West Caldwell, Caldwell in a confused pattern until the car became disabled on Bloomfield Avenue in Montville and Officers D’Argenio and Jeffrey Dean took Harris into custody.

** Earlier Tonight - Treacherous Police Chase Leads to Arrest **
The driver reportedly had no lights on the whole time and - at one point - drove the wrong way on Route 46:
Just before 8pm tonight, you may have heard a large number of police sirens coming from roads throughout Fairfield, West Caldwell and Caldwell.
At about 7:55pm - West Essex Area Police received an alert from Wayne police that they were interested in investigating the driver of a Silver BMW X3 SUV which had been involved in a dispute at Willowbrook Mall.
Fairfield Police was advised that the SUV had just been seen traveling on Route 46 West.
Within one minute the patrol officers spotted the car passing Hollywood Avenue and began a pursuit as it exited onto Clinton Road and then continued to Bloomfield Avenue heading towards West Caldwell.
7:56pm the SUV was reportedly doing about 80mph while Fairfield and West Caldwell police chased the car as it made its way on Bloomfield Avenue to Caldwell.
At 8pm the SUV entered Caldwell as it passed 7-11 reportedly going about 60mph and Caldwell Police took over the chase - when the car did a U-turn and went back on Bloomfield Avenue to Fairfield Avenue in West Caldwell.
From there the car turned onto Passaic Avenue in Fairfield, possibly headed back to Route 46. Montville Police, which had received the notification earlier - was again alerted the car could be headed into their district.
At this point, the driver was possibly confused where to go next.
The car was pursued by Fairfield Police at Oak Road and Bloomfield Avenue, and then on to Route 46 East, and then again back to Bloomfield Avenue near Pio Costa then Route 46 again and then west on Clinton Road.
By 8:05pm the SUV was on Clinton Road near Oak Road driving towards West Caldwell reportedly at about 65mph.
Fairfield and West Caldwell Police then pursued the car east behind the Essex Mall near the West Caldwell Post Office as it went to the intersection of Passaic Avenue and Clinton Avenue.
The car then reportedly went at about 40mph right past the West Caldwell Police station, up the hill, onto Bloomfield Avenue - where it turned right back to Passaic Avenue.
At 8:06pm the car stayed on Bloomfield Avenue, passed Sanford Avenue, and then Oak Road where the driver would have been expected to get on Route 46.
Instead, at 8:07pm, the car turned left into the Bus Depot which is a dead end.
It quickly turned back again - reportedly going WEST on the EAST bound lanes of Route 46 into Montville.
At 8:08pm - the driver reportedly stopped the car again near the Bus Depot and attempted to flee; Fairfield Police quickly overtook the individual and placed the male driver under arrest.

The Principal of James Caldwell High School sent the following letter to parents today:
Dear JCHS Students and Parents/Guardians,
I know many of you have been waiting for additional details regarding yesterday's lockdown and tomorrow's school procedures. I have been in close contact with the West Caldwell Police and here is some of the information that I now have permission to share with you.
The student who posted the threatening message and song on social media was arrested, is in the Essex County Jail and is awaiting a hearing (which will not happen until tomorrow afternoon).
This student acted alone.
The student was never on the JCHS campus on Saturday, he never indicated having plans to go to the JCHS campus or hurt random people at the high school, but since "JCHS" was in his post, the building was put into lockdown. Fortunately, the police quickly had the boy in custody.
The West Caldwell Police confirmed that there is no threat to the high school and it is safe to have school on Monday.
Although there is no threat to the school, we will have an increased police presence at the school tomorrow so students, faculty, and parents feel more secure.
As far as procedures at our school tomorrow, there will be a few slight adjustments.
We will be cancelling 7:10 classes tomorrow so I have time to speak with the teachers before they start their school day. Zero labs will meet tomorrow.
Since there will not be 7:10 classes, we are asking that no student arrive at school before 7:45 a.m. tomorrow.
We also want all students to enter the building in the morning through the Athletic Lobby doors or the Auditorium Lobby doors. Again, there is no threat, but we will have administrators at both entrances so we see if anyone seems upset or nervous, and be a resource if needed. Students may still be dropped off on Park Street, but those students will have to walk to the front of the building to enter.
Detective Mazzeo and I will be meeting with the music students during mod 1-2 and mod 3-4 to help bring closure to this event.
After the Parkland shooting, Detective Mazzeo and I decided to meet with every student to review our security procedures and answer questions. We planned to meet tomorrow to develop a schedule because I wanted these meeting to be with relatively small groups to make sure all students are heard. We still plan to have these security meetings, but if any student would like to speak with either of us sooner, please see me or send an email.
I know that despite the assurances of the West Caldwell Police, some students are still nervous about coming to school tomorrow, I hope this additional information makes most of you feel more comfortable and secure. Certainly, the police presence tomorrow will make it one of the safest days to come to school.
As I mentioned in my email on Saturday, I regret that our students had to experience this lockdown, but I am proud of the actions of our students, faculty, administrators, and the West Caldwell Police.
Please contact me with any questions.
Sincerely,
Jim Devlin

During the hours of 7pm until about 11pm, on Saturday, Feb. 17, a lot of cars were stuck, spinning out, and/or disabled around West Essex.
Because so much of this happened at the same time, a lot of cars required towing - and the tow services had a 2-hour wait.
Police and Fire throughout West Essex offered mutual aid across all towns, wherever they were most needed.
In some cases, officers and DPW crews members assisted drivers by pushing cars out of the snow.
Mutual Aid from every Police group and Fire Dept in West Essex worked together on the following which all happened very quickly - and additional aid was offered by Cedar Grove and Verona departments:

“Registered securities agents are entrusted with hard-earned money of their clients. Violations such as the ones alleged here must be met with the strongest possible penalties,” said Sharon M. Joyce, Acting Director of the Division of Consumer Affairs. “Only through vigorous enforcement of the law governing agents can the integrity of the financial services industry be ensured.”
Additionally, Siegel violated the policies of procedures of two broker-dealers that Siegel was associated with by accepting checks, loans and gifts from the elderly couple who had accounts with the two firms.
“The financial exploitation of seniors commonly involve a trusted persons in the life of the vulnerable adult,” said Christopher W. Gerold, Chief of the Bureau of Securities. “If someone suspects the financial exploitation of a senior or vulnerable adult, it is important to ask questions and report the matter to the Bureau.”
The Bureau's action was handled by Deputy Bureau Chief Amy Kopleton, Director of Complex Investigations Peter Cole and Investigator Theresa Hendricks of the Bureau of Securities, within the Division of Consumer Affairs.
The Bureau thanks Deputy Attorneys General Isabella Stempler and Nicholas Dolinsky of the Securities Fraud Prosecution Section in the Division of Law for their assistance in this matter.

** Fairfield Police Seek Wanted Hackensack Man After Pursuit Early This Morning **
Tomas Deleon, 22, of Hackensack reportedly drove off after being pulled over on Route 46 East
Warrant:
Prior Warrant:
Chief Anthony Manna reports:
January 30
"- At about 12:40am - Officer Daniel Moran was conducting radar on Route 46 when a gray Toyota Camry was allegedly clocked doing 70 MPH in a 50 MPH zone.
The officer then initiated a motor vehicle stop on Route 46 East and found the operator to be Deleon. Mr. Deleon allegedly told the officer that he did not have a driver’s license and was also unable to produce credentials for the vehicle.
At this time, Sergeant David Proctor arrived as back up.
Deleone allegedly provided the officer with a deliberate misspelling of his first name.
The officer then conducted a computer check which revealed a picture of Deleone and indicated that he was a wanted by Bergen County authorities for a court violation.
When the officers began to return to Deleone’s vehicle to arrest him, it is alleged that he looked back at the officers, put the car in drive and quickly fled the scene.
Both officers then engaged in a pursuit of the vehicle in an attempt to apprehend Deleone. Based upon the totality of the circumstances and the fact that they had knowledge of who the operator was, the pursuit was terminated in Little Falls. A radio broadcast of the suspect vehicle was made to area police departments.
Shortly after, the Fairfield police were advised that officers from the Clifton Police Department and the Passaic County Sheriff’s Department found the Camry disabled in Clifton.
Witnesses reported seeing Deleone heading towards the Passaic River. The area was search by law enforcement using a K-9 but Deleone was not found.
In addition to the criminal charges, Deleone was issued 11 motor vehicle summonses.
Anyone with information regarding Deleone’s whereabouts is encouraged to contact the Fairfield Police Department at (973) 227-1400. All information will be kept confidential."

Officer Louis Bisciotti Arrests Two Suspected Drunken Drivers over Two Nights
Chief Anthony Manna reported:
"The Fairfield Police Department announces the arrest of Chi Park (47) of Staten Island, N.Y. on January 27, 2018 and Zachary Borden (32) of Little Falls, N.J. on January 28, 2018 both for driving while under the influence.
On January 27, 2018, at approximately 10:46 P.M., Officer Louis Bisciotti was on patrol on Passaic Avenue when he observed a 2014 Nissan traveling north allegedly having difficulty maintaining a lane. The vehicle was stopped and found to be driven by Park. During the motor vehicle stop, it is alleged that Park displayed signs and symptoms consistent with being under the influence to include a strong odor of an alcoholic beverage on his breath, slow and slurred speech and eyes that were bloodshot and glassy. Additionally, Park was unable to his registration and insurance card.
Based upon the observations made by the officer, field sobriety testing was conducted. It is alleged that Park performed each test unsatisfactorily and was then placed under arrest and transported to police headquarters for breath testing. His vehicle was impounded pursuant to New Jersey law.
Breath tests allegedly indicated that Park’s blood alcohol concentration was more than double the legal limit allowed by law. In addition to being charged with driving under the influence he was also charged with driving under the influence in a school zone, careless driving, failing to maintain a lane, ad failure to exhibit documents. He was released on his own recognizance pending an initial appearance in the Fairfield Municipal Court on February 2, 2018.
The second arrest took place on January 28, 2018. On that date, at approximately 11:40 P.M., Officer Bisciotti was again on patrol on Passaic Avenue when he observed a 2007 Chevrolet allegedly having difficulty maintaining a lane. The vehicle then entered onto Route 46 East and allegedly accelerated to a speed of 72 MPH in a 50 MPH zone. It was then stopped and found it to be operated by Borden. During the initial contact with the officer, it is alleged that Borden’s hand were shaking and he fumbled with paperwork while trying to produce his driving credentials. He allegedly had a strong odor of an alcoholic beverage coming from his breath, his speech was slow and slurred and he had bloodshot eyes.
At this point, the officer decided to conduct field sobriety tests. It is alleged that Borden performed each test in an unsatisfactory manner and he was placed under arrest and his vehicle impounded pursuant to New Jersey law. At headquarters, breath testing was conducted and allegedly indicated that Borden’s blood alcohol concentration was more than double the legal limit permitted by law.
In addition to being charged with driving under the influence, he was also charged with driving under the influence while in a school zone, careless driving and failing to maintain a lane. He was released on his own recognizance pending an initial appearance in the Fairfield Municipal Court on February 8, 2018.

FAIRFIELD - Working Fire
Update from Chief Manna on Mercedes Fire (below)
1230 Bloomfield Avenue, Fairfield
- Saturday night 10:10pm Fairfield Police was contacted by cleaning person regarding a fire that was located in the shop area of Caldwell Mercedes. The business was closed at the time.
- they were in a different part of the building when they observed smoke and
flames in the shop area.
- Officer Christopher Hlubik was the first officer on scene and first assured that the building was evacuated. The smoke condition was very heavy to the point that he could not make his way to the area where the fire was.
- Fairfield Fire Department arrived and was able to extinguish the blaze.
- Preliminary investigation indicates that a 2015 C300 Mercedes Benz was up on a lift and was
apparently attached to a computer diagnostic machine. It appears that an electrical fire
started and traveled up the lift and eventually caught the car on fire. The sprinkler system
activated and helped to assist in keeping the fire suppressed.
- While the direct fire damage appears to have been confined to the Mercedes, the business
itself received a substantial amount of smoke and water damage. Additionally, other
vehicles that were located on lifts in the shop may have also experienced both water and
smoke damage. At present, the amount of damage sustained could not be calculated.

The caller believed that they saw a female get pushed by a male into a car, after it seemed they were having some sort of verbal dispute. The caller provided a license plate and description of the vehicle. The area was checked and surrounding towns were notified of the information provided. The vehicle was not found. The Verona Police contacted the vehicle owner’s hometown Police Department and a welfare check was performed. According to the female involved; at the time the caller saw her, she was having a dispute with her boyfriend and was going to find another ride home. She said her boyfriend had her get back in the car and she voluntarily drove away with him. She requested no further Police involvement. We thank the original caller for her keen awareness, obtaining the license plate, and forwarding the information to the VPD. Please be advised that there was never a reported ‘luring’ or any other threat to the general public."

** Amazon Delivery Vans **
This Fall, Amazon has started their own private delivery service using these boxy white vans. Many deliveries of fresh food are even left overnight at doors, and police are noting residents reporting the incidents as suspicious. In most cases, the delivery driver is in the dark and using a flashlight walking up to the house.
So just a heads up - when you see the white vans - which they better start marking with large logos - it's *probably* Amazon doing daily, and sometimes middle of the night deliveries.

FAIRFIELD - Burglary on Farmstead Lane
Tuesday, Apr. 11
Chief Anthony Manna reports:
"The Fairfield Police Department is actively investigating a residential burglary that occurred on Farmstead Lane on April 11, 2017, between the hours of 8:00-8:45 P.M., No one was home at the time of the incident. Unknown actors gained entry to the residence by forcing open a kitchen window. Once inside, the actors ransacked the master bedroom and allegedly stole an undisclosed amount of jewelry and a 9 mm handgun.
Witnesses in the neighborhood apparently observed the actors and described them as two African American males, wearing white tee-shirts. They were seen putting items into a white sedan, believed to possibly be a Honda Civic. The vehicle then pulled away with no lights on and turned onto Long Acres Road towards Hollywood Avenue.
"We would like to remind our residents that they should call the police department to report any suspicious activities in their neighborhoods. Since they are the ones who live there and are familiar with normal conditions, they are the best to determine what is suspicious" said Chief Anthony G. Manna. "Very often people feel they are bothering the police when they call on such things but this is not the case. We would prefer to check on 10 suspicious conditions that turn out to be nothing then to go to one burglary that could possibly be prevented by a call from the public" said the Chief.
Anyone who may have any information about this incident is encouraged to contact Detective Jeffrey Didyk of the Fairfield Police Department’s Investigative Division at (973) 227-1400. All information will be kept confidential.

Massive amount of people were attempting to leave Willowbrook due to reports of male brandishing gun. Fairfield and Wayne police were on the scene. Many stores were left unoccupied, customers and employees huddled together in back closets and storage area. Police later reported that an off-duty cop pulled a gun to stop a fight. I spoke with customers rushing out; there was no alert system, panic ensued and people were treated for injuries and for chest pains from being terrified. |

Nixle Alert Helped Fairfield Police Tonight:
Sunday, Feb. 19
"The Fairfield Police Department announces the arrest of Keenan S. Jenkins, 28, of Teaneck, for two counts of shoplifting, escape, hindering apprehension, resisting arrest and theft on Feb. 19, 2017.
On that date, at approximately 6:37pm, the Fairfield Police Department was contacted by asset protection officers from Target, located on Route 46 East, in regards to a shoplifting incident that was in progress.
Officers responded to the location and allegedly came upon Jenkins exiting the fitting room after having opened and removed a Play Station 4 gaming system valued at approximately $250.00. Jenkins was arrested and placed into handcuffs.
He was then walked outside of the store to a patrol car for the purpose of being transported to the police station to be processed. When the officer went to unlock his patrol car, Jenkins allegedly fled through the parking lot on foot, crossing Route 46 to the westbound side and then disappeared from the officer’s sight.
A perimeter was established by Fairfield officers with the assistance of police officers from the Cedar Grove, Lincoln Park, Wayne, Woodland Park Police Departments, and a K-9 unit from the Essex County Sheriff’s Department. Also assisting were New Jersey state troopers from the Totowa barracks as well as their K-9 and aviation units.
At approximately 7:50pm, the Fairfield Police Department sent out a Nixle alert advising citizens of the ongoing search including a description of the suspect.
A short time later, a citizen who had received the alert notified the department of an individual seen walking and crossing Route 46 from the westbound to the eastbound side in area of Dale Drive.
Officers immediately responded to the area and allegedly observed Jenkins near the Synergy gas station. Upon seeing the officers, Jenkins again fled on foot, crossing Route 46 to the westbound side. He was eventually apprehended behind Ashley Furniture.
'This was a great cooperative effort, not only by the responding police personnel but more importantly, by a member of the community who took the time to get involved by signing up for police advisements and then by acting on it when they received information about a wanted criminal' said Chief Anthony G. Manna.
At the time of this press release, Jenkins was still being processed and held at the Fairfield Police Department. He was also found to have active arrest warrants issued by the Hackensack and Paramus Municipal Courts."

WAYNE - 200 Pumpkins Stolen
Since the 1800s, the same family has owned a farm stand where on Tuesday, Oct. 25, night about 200 pumpkins, with a value of about $3000, were stolen.
A camera caught several men stealing the pumpkins then loading them into a white van - on 3 separate occasions that night - from the Farms View Roadstand in Wayne.
Because farmers need to depend on their produce being safe as it grows, the family sees it more as a violation of trust, then even the loss of money.

This summer AT&T filmed a provocative video in West Caldwell and they uploaded it last week to Youtube.
(warning) It's a disturbing 3 minute video, which promotes the message that there is never a good time to check your phone while you are driving. "The road is full of people whose lives are at risk the second you take your eyes off the road to look at your phone. If you'd never use your phone with someone in the car, you shouldn't do it alone" |

Verona Police: "In our recent experiences with Black Bears, they have not been aggressive and have moved through the area without incident." If you see a bear, keep your distance, and let police know its location. For all other wildlife animals - foxes, coyotes, deer, etc are present in our neighborhoods - and police do not monitor their activities. I have no reports of any past incidents of any animal, including bears, attacking or threatening a pet or a human. |
