** Governor Murphy Signs Executive Order Declaring State of Emergency in Flood-Impacted Counties **
TRENTON – Governor Phil Murphy today signed Executive Order 33, declaring a state of emergency in Bergen, Essex, Monmouth, Ocean, and Passaic counties and allowing for the extension of state resources, as necessary and as requested, into communities most directly impacted by flooding as a result of this past weekend’s torrential rains.
“There is no doubt that parts of our state have received nothing less than historic amounts of rain, and some communities received an entire month’s worth in just a few hours,” said Governor Murphy. “I am signing an executive order declaring a state of emergency for Bergen, Essex, Monmouth, Ocean, and Passaic counties. This will allow us to focus resources into the most impacted areas, as necessary. Our job as public officials, first and foremost, is to ensure that everyone is safe, especially since we may not be out of this weather pattern yet and more rain may still fall on already saturated ground.”
On Saturday, August 11, and Sunday, August 12, several communities received between five and eight inches of rain, exceeding what should be the expected rainfall for the entire month. As a result, numerous neighborhoods experienced significant localized flooding, driving residents from their homes and shuttering businesses. Municipalities along waterways are also dealing with cleanup of downed trees, mud, and other storm-related debris. The National Weather Service has indicated that more storms may hit New Jersey, further complicating cleanup in affected communities.
Governor Murphy urged impacted residents and businesses to carefully document all property damages caused by floodwaters to the appropriate County Office of Emergency Management. Businesses may also account for revenues lost due to the floods. Local officials should continue to document damages for debris removal, such as downed trees and mud from streets, and emergency protective measures, such as sandbagging or pumping out flood water.
Governor Murphy urged all New Jerseyans to exercise caution when traveling into rain-impacted areas. He stressed that motorists should not attempt to cross flooded streets, and to remain vigilant for power lines that may be brought down by falling trees.

"Yesterday afternoon after receiving 4.9” of rain, the Borough of Caldwell sustained major damage to the Municipal Building, Public Library, and Community Center Parking Deck. No reported injuries to date. For cleanup for our residents, we will have bulk pickup on Wednesday, August 15th.
The Parking Deck lower level is closed until further notice. Permit holders can park in the Parsons Lot off of Westville Avenue and on Roseland Avenue overnight.
The Library will be closed the week of August 13th.
The Community Center will be open.
Please adhere to new parking pattern as the Main entrance to the upper level of the parking deck is closed and under review by our Borough Engineer to evaluate the safety of the roadway.
Please check on your elderly and disable neighbors and park your vehicles in driveways if practical in order for our Public Works crew to continue street cleanup.

The Fairfield Police Department is actively investigating an incident that occurred at a residence on Horseneck Road, on July 11, 2018.
At approximately 9:51 P.M. the Fairfield Police received a 911 call regarding an unknown actor who assaulted the homeowner while she was exiting her vehicle in the driveway. The victim screamed for help and dialled 911 while fighting with the actor. The actor fled the scene on foot when another individual came out to see what was going on.
Officers arrived and with the assistance of the North Caldwell and Montville Police Departments a perimeter was set up and a search of the area was conducted. Officers were unable to locate anyone in the area. The victim sustained non-life threatening injuries to include abrasions and cuts as a result of the assault. Preliminary investigation indicates that the motive for this crime was not robbery or sexual in nature and it remains under investigation.

** CEDAR GROVE BURGLARY ARREST **
Last night around 10:26pm, a resident called Cedar Grove Police Department reporting that he had observed a male attempting to force entry into a newly constructed and unoccupied neighboring home. The resident stated the male was last seen going on foot on Stevens Avenue toward Little Falls.
Cedar Grove Officer Anthony Grigolo and Officer Joseph Ligas located the male on Stevens Avenue, who was later identified as Simon Strong, 38, of Elmwood Park.
When Strong could not provide a reasonable explanation for his actions, the officers continued to investigate further and discovered that Strong had originally given false information as to his Identity.
The officers then discovered that Strong was wanted by Passaic County Sheriff’s Department for Burglary and he was taken into custody.
During a search, Strong was also found to be in possession of a small amount of marijuana.
Cedar Grove Police charged Strong with:
- Burglary
- Hindering his own apprehension
- Possession of Marijuana
He was then subsequently transported to Passaic County Jail.
“The timely call from the alert resident was key. The call in
conjunction with the diligence of the officers clearly prevented this and possibly other crimes,” stated Chief Joseph Cirasa.

** CEDAR GROVE BURGLARY ARREST **
Last night around 10:26pm, a resident called Cedar Grove Police Department reporting that he had observed a male attempting to force entry into a newly constructed and unoccupied neighboring home. The resident stated the male was last seen going on foot on Stevens Avenue toward Little Falls.
Cedar Grove Officer Anthony Grigolo and Officer Joseph Ligas located the male on Stevens Avenue, who was later identified as Simon Strong, 38, of Elmwood Park.
When Strong could not provide a reasonable explanation for his actions, the officers continued to investigate further and discovered that Strong had originally given false information as to his Identity.
The officers then discovered that Strong was wanted by Passaic County Sheriff’s Department for Burglary and he was taken into custody.
During a search, Strong was also found to be in possession of a small amount of marijuana.
Cedar Grove Police charged Strong with:
- Burglary
- Hindering his own apprehension
- Possession of Marijuana
He was then subsequently transported to Passaic County Jail.
“The timely call from the alert resident was key. The call in
conjunction with the diligence of the officers clearly prevented this and possibly other crimes,” stated Chief Joseph Cirasa.

STOLEN CARS PURSUED SUNDAY
Early Sunday morning, West Caldwell Police observed two cars on Westfield Avenue which had been reported stolen out of Morristown; they initiated a pursuit. The two cars then traveled south on Passaic Avenue towards Roseland, and Roseland Police joined the chase.
- One of the cars went straight into the driveway on Eagle Rock Avenue, across from Passaic Avenue. Roseland Police arrested one of the occupants, but the second occupant fled on foot.
- The person who ran was soon arrested on Dorsa Avenue, off of Eisenhower Parkway, in Livingston.
- No injuries were reported.
- The second stolen car was not located.
